Legal Reform must be structured to facilitate the development, efficient use, and conservation of land resources. Since land-related laws are typically scattered throughout a large number of legislative enactments administered by a multitude of agencies, such reforms can only be achieved through the development of a self-consistent and consolidated body of law.
