Institutional reform must be designed to produce increased efficiency and effectiveness in the delivery of services by public and private institutions. Such reform must account for local traditions, political divisions, staffing levels, level of training, citizen requirements, and financial resource constraints. Such reforms can only be accomplished incrementally and must be accompanied by adequate staff development and training.
